Ottawa trims red tape for new industrial grants

The government replaces the Area Development Agency with a streamlined incentive program for manufacturing grants. Applicants must submit standard commercial information, expect about 10 days for decisions, and provide at least 20 percent equity. The program covers 80 percent of incentives at start of production, with 20 percent staged over 3 years for new plants or 2 years for expansions, and remains open for two months. An insurance mechanism may reclaim part of the investment if projects fail, and eligibility excludes consumer services and several other sectors. See RED, page two.
