Representatives Clement Zablocki and Franklin Roosevelt plan to attach a rider promoting the St. Lawrence seaway to the foreign aid bill before the House Foreign Affairs Committee. A Senate push is led by Blair Moody and George Aiken. Zablocki sees a fair chance if ruled germane, though legality remains a question.
J Edgar Hoover says Communist party membership in the United States has fallen from 52000 last year to 37000 now but warns the remaining members are more intensive and fanatical. He spoke in an interview from San Diego California noting ongoing threat despite smaller numbers.

Defence officials in Ottawa reveal the army will build 2000 prefabricated huts costing about 15 million dollars and store them at ordnance depots across Canada. Six construction firms from Nova Scotia Quebec Saskatchewan and Alberta share contracts including Deslauriers Et Fils of Quebec City. The one storey huts about 80 by 20 feet will be plywood winterized fire painted and erected by inexperienced troops within hours.
Dallas Texas reports the death of Bert Noble known as The Cat after surviving 11 previous assassination attempts. A hidden land mine exploded under his car as he stopped at a rural mailbox near his ranch killing the 42 year old gambler and wounding the investigation with clues pointing to hired killers and an underworld price on his head. Police seek three men in Fort Worth with one linked to an earlier assault. The blast marks at least the fourth attempt to kill Noble by explosion.
The FBI rounded up five Communist leaders in New York, Baltimore, and Cleveland, plus a Baltimore lawyer, on charges of plotting violent overthrow. Six total arrests include 11 convicted leaders and 34 others awaiting trial, with four convictions pursued.
West Point head coach Earl H Blaik said the academy recruits a portion of its football players from high schools. He argued this is necessary to maintain a normal schedule and dismissed claims of high pressure.
