Alberta and Canada will not abandon regional development rights despite Ottawa’s western diversification program. Economic Minister Larry Shaben says the $1.2 billion in grants over four provinces is not large enough to derail freer trade talks with the United States.
Five Central American leaders including Vinicio Cerezo Oscar Arias Jose Duarte and Jose Azcona met in Guatemala City to discuss regional peace proposals and Reagan's plan on Nicaragua. Ortega warned U S backing for the Contras risks undermining direct talks while Shultz urged regional negotiations and non direct U S dialogue. Reagan proposed halting military aid to the Contras if Nicaragua accepts a ceasefire democratic restoration and rejection of Soviet support.
Alberta Treasurer Dick Johnston said the government asked the RCMP to consider a criminal probe into Principal Group and its subsidiaries after investors filed complaints. The two firms had assets frozen at 467 million dollars and licences were pulled June 30, affecting about 67 000 Canadian investors.
