Quebec Finance Minister Jacques Parizeau unveiled a 13.3 billion dollar budget with major income tax reductions affecting about 90 percent of wage earners. The plan expands tax brackets, raises exemptions, and indexes some credits while new tobacco and business taxes offset losses.
