Tax hike OK'd to tap $19M in reserves

Collin Gallant reports city council approves a 3.45 percent property tax rise as higher assessments lift bills by about 87.58 dollars. The $70.7 million budget relies on $19 million from reserves to cover a $23 million energy revenue shortfall, with plans to use $16 million more in 2018 and a 10 year plan to avoid future rate shocks. No plan for pot conviction amnesty in legalization push

The Public Safety Minister says the planned legalization bill does not include a blanket amnesty for past marijuana possession. It would allow public possession up to 30 grams for those 18 and older, while law enforcement remains strict during the transition to mid-2018 legalization. The NDP and think-tanks urge broader pardons, arguing they would reduce lifelong criminal records and free resources.
