On April 17 1982 Canada celebrated the royal proclamation sealing the Constitution with a Charter of Rights and Freedoms a long term objective of Prime Minister Pierre Trudeau. The Charter equality guarantee Section 15 followed three years later. Also noted are Henry Hudsons 1610 voyage and 1967 creation of the Order of Canada by Lester Pearson and a 2002 incident in which four Canadian soldiers died in a mistaken U S airstrike.

The municipal planning commission approved a proposal to convert a quonset at 2124 Brier Park PLNW into a paint booth for Cactus Coatings. It is a conditional development permit with a one year review after concerns about landscaping on previous applications.
Police report a 20 year old man walking along railway tracks while listening to headphones was struck by a northbound Canadian Pacific freight train south of Red Deer. The engineer and conductor saw him, blew the whistle, and managed to slow the train before impact, preventing a fatal outcome. The train likely traveled about 50 km/h at the time.
A $900000 SaskSmart Innovations Fund now backs Saskatchewan literacy work through the Saskatchewan Literacy Commission. The fund supports two programs for workplace and family literacy, helping communities design and implement comprehensive literacy plans and transitioning plans for 2006 07.
In Calgary Canadian producers lament the slow return of beef shipments to Japan after the 2003 mad cow scare. Ted Haney of the Canada Beef Export Federation says demand outpaces supply as buyers prefer cattle under 21 months with proper age documents, despite Japan lifting its ban months earlier. A separate Colombia blast story notes a gas explosion in Bogota killing three and wounding eight.
U S led forces clashed with a small militant group in eastern Afghanistan killing seven civilians and wounding three. The operation involved 2,500 Afghan and coalition troops in the Korangal Valley of Kunar province after militants fired small arms and rocket propelled grenades. An investigation into the deaths was launched by U S military officials.
London based Sunday Times cites Dr Hassan Abbasi of Iran's Guards saying Tehran has trained units to strike 29 Western targets if Iran's nuclear sites are attacked. The Special Unit of Martyr Seekers appeared in a parade last month wearing hazard packs and holding detonators as part of readiness. Some sites cited are near Iran's Iraq border.
In Boston’s South Station a Canadian man wanted in two Maine killings fired a shot at officers and wounded himself as police cornered him. Stephen Marshall, 19, was in critical condition at Boston Medical Center after Maine authorities linked bullets to him and traced his abandoned pickup to Bangor.
