Alberta budget abandons safeguards amid oil downturn

Alberta forecasts almost 58 billion in debt within three years as Finance Minister Joe Ceci confirms a 10.4 billion deficit for this year and no balancing before 2024. A planned carbon tax will cost higher earners about 500 dollars annually by 2018, with no other new taxes. Next year’s deficit is 10.1 billion and 8.4 billion the following year. The Contingency Fund’s rainy day savings are depleted this year and day-to-day operations require 5.4 billion in borrowing.

Alberta budget projects decade-low revenue amid deficit

Alberta faces a worst-in-a-generation revenue drop as Finance Minister Joe Ceci tables a budget predicting a deficit above 10 billion dollars. The plan limits new local projects while boosting capital spending 15 percent over the prior government, maintains key infrastructure grants, and relies on oil at 42 dollars per barrel and gas at 2.40 per gigajoule, with resource revenue down 90 percent from 2014-15. Opposition criticized rising spending and debt risk.
