EMERSON Manitoba CP dispatch reports rising Red River threatens highway and rail routes as flood preparations continue across the valley. Authorities relocate residents, store railway cars, and raise dikes while pilots survey forecasts and soldiers assist with flood defense.
Prime Minister Pearson announced a government shift to bilingualism in the civil service. Knowledge of a second language will be a merit factor for appointments with goals to use either official language for official communications within a reasonable period. Plans include gradual rollout, executive exchanges, and talks with Ontario and Quebec on a French language secondary school in the Ottawa area. Opposition criticizes the move and notes prior record.
Suffield plans gas bag blasts this summer at the De fence Research Board station in Suffield Ontario as part of a continuing study of blast and shock effects on military equipment. Two July and August tests will use bags 110 and 125 feet in diameter with methane oxygen and propane respectively, plus four TNT trials of 50 and 20 tons. If gas tests work, future shocks may use gas to replace TNT.

Britain requests an urgent UN Security Council session to authorize use of force if needed to stop tankers from delivering oil to Rhodesia via Portuguese Mozambique. The move under chapter 7 aims to pressure Portugal and others to reroute or divert ships bound for Beira and to allow force to prevent arrivals, continuing Britain’s embargo against Ian Smith’s regime. The crisis follows days of street clashes in Saigon and the discovery of a missing nuclear device near Palomares.
In Sherbrooke defense counsel sought a delay as Crown witness Rod Deslauriers altered his account in the Yvon Dupuis influence-peddling trial. Deslauriers said a first payment of 5000 dollars may have occurred May 8 at Dupuis office in St Johns, contradicting prior statements. The judge refused adjournment and suspended cross-examination to allow review.
A 28-year-old city man was taken to hospital with minor injuries after an auto truck collision this morning. Bill Akerstrom of 612 Industrial Ave driving a 1959 convertible was hospitalized. Albert Pederzolli, a local farmer, drove a three ton oats truck on Bridge Street when it met the Akerstrom car at the Bridge Street London Avenue intersection. The truck upset spilling oats. Neither Pederzolli nor passenger Marvin Stuber were injured. No passengers in the Akerstrom vehicle. The convertible was a write-off. truck damage was slight.
The Exhibition and Stampede Company directors voted in principle to add a fireworks display for the Stampede this year. Dirk Scholten will obtain cost estimates, and Rube Gardner noted the new facilities allow a large show without disturbing animals.
Alberta Lieutenant Governor Grant MacEwan will open the Medicine Hat Stampede and Exhibition this year. He will attend in Medicine Hat on July 28, with the show running July 28 to 30.
Alberta premier Manning outlines a government motion to eliminate estate taxes in the province. The plan would rebate the province’s 75 percent share and seek Ottawa to cancel the federal 25 percent portion, arguing tax unfairness harms small estates and investment, with debate postponed after opposition caucus review.
