Firefighters hooked to a decorative hydrant on a lawn opposite a burning bar and had to move 45 metres to reach a real hydrant. Deputy Chief Jean-Jacques Thibault said no injuries occurred and police confiscated the fake hydrant while recommending a city law to prevent such devices.
Husky Oil warns its heavy oil upgrader could be mothballed if partners fail to contribute 190 million. Art Price says Husky will match only if Alberta Saskatchewan and Ottawa also fund. Provinces hold 24.1, 17.5 and 31.7 percent with Husky at 26.7 percent. Alberta officials weigh additional request. If funds fail, project completion is in doubt.
Intergovernmental Affairs Minister Jim Horsman said Albertans may vote on a constitutional deal even if Premier Getty refuses to sign it. The European Commission dismisses Canadian accusations that EC vessels outside Newfoundland waters deplete stocks. Commissioner Manuel Marin says Canada overfished its own waters. A trawler flotilla protested at the Grand Banks with a dory symbolizing Canada's control of stock. Canada reduced catches to 120 000 to 185 000 tonnes this year, risking thousands of layoffs.
In Vermont Jerry Brown surged to 46 percent in the Democratic caucuses as Bill Clinton slumped with 17 percent. Uncommitted received 25 percent as 93 percent of the vote counted, while Paul Tsongas drew nine percent.
