London reports the government may tighten sanctions on Germany and seeks US help on enforcing the blockade in unoccupied France. A Vichy spokesman says four French were killed and seven wounded after British ships exchanged fire with coastal batteries on the North African coast. Two men were wounded as UMWA pickets formed in Harlan county Kentucky after a midnight walkout to pressure a new Appalachian contract. In Milwaukee police clashed with CIO UAW pickets at Allis Chalmers gates, with trolley ropes cut and fights erupting. Washington proposed legislation would let the government seize strike-bound plants like Allis Chalmers to safeguard the defense program.
Ottawa April 1 Defence Minister Ralston told the House of Commons that Canadian industry must fill military equipment shortages and is meeting that duty. He said last year’s shortages were being filled slowly but surely and in some cases completely satisfied. The debate reopened on a supplementary war appropriation of 135 million dollars to cover costs of the past fiscal year, in addition to last year’s 700 million and the previous 1.3 billion for the next year. Isley presented figures showing 835 million spent on the war effort in the year just ended. He noted output details were guarded by intelligence limits on primary army needs while foreign exchange use restrictions were debated amid calls for relaxations.
Ottawa's Lieut.-Governor Bowen assented to 32 Alberta bills, bringing enacted total to 53 in the current session. An appropriation bill covers estimated expenditures for the new fiscal year and supplements the prior year, totaling 22,797,289 dollars. The Canadian Wheat Board removed delivery quota restrictions on durum wheat held on western farms from last summer's harvest. This action puts durum on the same delivery basis as coarse grains which have been unrestricted.
