Confederate cause, Maj. John T, Bivins, chief clerk in ihe ■office of the Commissioner of Internal Revenue, has surrendered to Cupid for the third time. ' flIt -was learned yesterday morning at tho Treasury that Mr. Bivins had. taken advantage of his -annual vacation by going to New York on Saturday, wh^re he married Miss Helen Alien Wheaton, of that city, a niece of his first wife.
