In a wartime appeal, the Commonwealth Government seeks twelve to thirteen constitutional powers to ensure postwar full employment, price control, and national health. The plan includes family endowment and universal health measures, overcoming legal doubts about child endowment and non quarantine health legislation. The measures would enable cooperation with States on free medical service and hospitalisation.
