Souris Project Faces Further Study Says Manager

Theodore A. Mann of the Garrison Diversion irrigation project in Bismarck says the Souris River controversy needs more study on both sides of the border. He notes work on the Souris loop won’t begin until 1980 and water quality criteria will be set by then. The Souris flows from North Dakota into Manitoba and joins the Assiniboine River west of Portage la Prairie. Canadian and U.S. groups oppose possible high saline content and several U.S. congressmen have called for a halt.

Regional government seen as possibility for Manitoba

Municipal Affairs Minister Howard Pawley spoke of a pilot project on regional government next year to test if regional structures offer distinct advantages over current municipal systems. He noted councils lose power to boards and committees and suggested regional control over hospitals planning and drainage. Robert Adriai, UMM president, warned municipal functions may fade as regional units replace them within a decade.

Vine of Concord Grapes From Bull's Plant Shaped Industry

A historic Concord grape vine near Ephraim Bull’s Massachusetts home helped spawn a dominant North American wine industry. Bull, a goldbeater, mixed wild vines with grapes to create a tart early-ripening fruit. Public debut came in 1855, but Bull died poor in 1895. His tombstone inscription reads He sowed, others reaped. Fastest rapids note and municipal reform quote appear alongside.
