Breathalyzer Bill Okayed by Manitoba Legislature

The Manitoba Legislature approved an amendment to the Highway Traffic Act imposing a 90 day suspension of a licence or learner's permit for refusing a breathalyzer test. The measure awaits equipment and training readiness before taking effect. The law does not set blood alcohol levels, leaving that to federal action in the Criminal Code.

Winnipeg Bill Moves Backing Pinched by Withdrawn Sections

Municipal Affairs Minister Thelma Forbes told the Manitoba Legislature she will drop two sections of the Manitoba Housing and Urban Renewal Corporation Act bill to avoid delay in committee. The sections would have given Metro Winnipeg wide urban renewal powers, and now the bill heads to the municipal affairs committee for representations delaying action by at least a year. The changes maintain Metro’s limited control over zoning while expanding oversight of renewal schemes in the Metro area. The housing corporation will seek Metro approval to ensure schemes align with the metropolitan development plan and land use bylaws.
