At a railways meeting in Onawa Dr. Douglas's bill to let grain move by rail without platform transfer faced amendments. The plan would require loading at flat warehouses, with two hours to load and 50 cent per hour demurrage afterward. Judges and lawmakers debated the fixes but the bill passed and was ordered printed for further House discussion.
