A Manitoba health advisory stresses vaccination against western viral encephalitis in horses to prevent brain damage and death. Mosquito-borne spread risks higher in crowded herds. over 30 unvaccinated cases occurred last summer. Vaccination should be done two to three weeks before mosquito season by a veterinarian, says Dr Boycott.
The attorney-general's department rejected a request for a provincial police training school and for funding to train constables. A city committee informed the Winnipeg Police Commission that the provincial court of Winnipeg and provincial magistrates would not be combined into a single court. City council seeks the school citing cost sharing for rural and suburban constable training and says other areas do not pay their share.
Monsignor Charles A. Empson, president of Manitoba Division of the Canadian Mental Health Association, announced active participation in the national social action campaign. The drive aims to inform the public and officials about Canada’s mental illness issues and press for policy action with four focus areas including reform of Mental Health Act, expanded psychiatric facilities, northern treatment access, and hospital annexes for mentally ill care. From 1961 to 1966 Manitoba permanent hospital patients fell from 3600 to 2900, signaling progress but room for improvement.
