Plan to grant 1400 per teacher under joint provincial municipal aid
The plan calls for a combined provincial and municipal effort to provide each approved teacher in every district with 1400 annually. Under this scheme the province will cover the shortfall where local taxation is insufficient, while cities with higher tax capacity contribute more.
