Mayor Harry Trager notes the school mill rate has grown five mills since 1959 and many non-resident pupils strain town finances. Cal Gibson of the Kelsey division school board cites 140 local students paying minimal taxes, contrasting with $195,000 in town school taxes supporting 1,000 pupils, including some on an Indian reserve or crown land with no taxes.
