Major Changes Set On Education Costs

A government White Paper outlines a major realignment of school funding in Manitoba. The plan centers on a $95 million foundation program intended to fund 100 percent of basic primary and secondary costs, with districts adopting a single district system to pay 35 percent of the foundation through local levies. The proposal eliminates school tax rebates and shifts tax burdens, introducing nine mill and 33 mill levies on different property types, with capital costs covered under the program. Retroactive to January 1, 1967, the plan requires a province-wide referendum March 10 and would create a public school finance board to oversee budgets, grants, and capital expenditures while reducing local referendums for building projects.
