Winter Works Abuses Reported

Federal payments under the municipal winter works program were cut by over a million dollars last fiscal year after fraud was found. Auditor-General Maxwell Henderson told the Commons public accounts committee that tighter controls are planned with Deputy Minister Tom Kent acknowledging the federal role as mainly passive and provincial audits bearing primary responsibility. Henderson warned 1965 66 preliminary results showed earlier abuses not fixed, noting Quebec resisted federal audits while Saskatchewan and Prince Edward Island relied mainly on arithmetic verification by the province. MP Tack Bigg urged Henderson to challenge provincial auditors and warned municipalities may misuse the program as welfare. Separately Avon’s Lillian Gilbert hosted a Christmas tea. Gladys Moore won a door prize and Dorothy Patterson the guessing contest with a final guess of 179.
