Manitoba Enacts New Highway Safety Law
Manitoba's new Motor Vehicle Safety Responsibility law took effect December 1. Vehicle owners pay a $1 annual surcharge to build an Unsatisfied Judgment Fund aimed at $175,000 for compensating accident victims. If judgments exceed $100 cannot be collected, plaintiffs may seek funds from the trust. In serious accidents, vehicle registration and driver licenses may be suspended and the car impounded until financial responsibility is shown, with required security up to $11,000. Public liability and property damage insurance will serve as proof of financial responsibility, and a driver’s card or car affixed card will avoid impounding by showing coverage.
