Separate North Affairs Department Mooted
Gordon Beard an independent Manitoba MLA for Churchill calls creating a separate provincial department of northern affairs to coordinate northern development and place civil service for the north under one authority. He asserts the north is not a part time minister’s job and suggests negotiating with federal and provincial governments on Churchill’s northern portion joining the Northwest Territories, proposing a Churchill vote on the change.
