Plan for a Union with a President General and Grand Council

A proposed plan presented to Congress last year argues for a centralized governance of the American colonies. It envisions a President General appointed by the King and a Grand Council chosen by colonial assemblies, meeting annually, with power to regulate general police and affairs. The plan would form an inferior branch of the British Legislature, with acts needing assent from both bodies, and would authorize wartime financing through Grand Council approved measures. The proposal, praised by some as a path to unity, was debated at length and then sent for further consideration.
