The passage praises the Emperor for his economy extending beyond the military to all government, arguing his policy benefits the people by preserving their money and avoiding arrogance. It notes his tours through Moravia Bohemia Silesia Hungary Tyrol and Italy, his incognito travels, and contrasts his dignified administration with bygone rulers. It also reflects on the Empress’s potential influence and the idea that true grandeur lies in character and sound governance rather than parade.
