Merchant Ships in Harbour Build Outward Privateers

The report notes numerous privateers funded or under construction in the port. A 64-gun Lys Man of War and a 50-gun Romney are reportedly purchased to be used as privateers, with about twenty privateers in harbor and more on the stocks. Transports were contracted to reinforce America, and the privateer activity is tied to a broader expedition planned by a respected sea officer. Also mentioned are fleet coordinates, captured vessels, dockside looting trials, and local public notices about bread prices and civic events.
