L. have not given the matter much deep thought, but speaking just from what I have read la the papers, I think the proposal of j paying three commissioners five or six thousand dojlars a year each is more than the city can stand at present, un- less the plan will reduce some of the other salaries and expenses. HOWARD am heartily in favor of the plan whereby the com- missioners are elected by the tax layers and answerable to them for j their deeds and misdeeds by means of tl'e initiative referendum and recall but I most 'certainly' am not in favor of the plan whereby the commission- ers are.appointed by the council.
