Manila Sept 1 More than 24 people were dead or missing after a typhoon struck northern Luzon with torrential rains. Flooding swept Pampanga and Pangasinan provinces. Parapagaa reported at least 15 dead or missing and Pangasinan nine dead with others unaccounted for. Further reports suggested the toll could climb.
