Canada’s Ninth Victory Loan nears 700 million with Tuesday sales at 120,348,300 and total reaching 694,967,300. Individual and payroll purchaser totals rose to 54,820,050 on Tuesday and 348,691,950 overall, ahead of the Eighth Loan pace.
CHUNGKING Oct 31 A P Soviet and Chinese military authorities agreed on arrangements for landing Chinese government troops in Manchuria in an official Changchun report. Discussion was cordial and Chiang Chim Kuo son of Chiang Kai Shek took part in the conferences. Fighting continued in northern China with Gen Yen Hsi shan claiming 100000 Reds attacked Tatung junction in Shansi and that unidentified aircraft may have landed behind lines. He cited tanks and field guns in use by the attackers.

Ottawa reports Agriculture Minister Gardiner declares 1945 crop year an emergency under the Prairie Farm Assistance Act. About 3,000 townships in eastern Alberta and western Saskatchewan hit by severe drought since 1937. Aid funded by farmer levies and treasury contributions. 1944 expenditures totaled 43.74 million dollars with 17.22 million from levies. Bracken demand for tabling orders-in-council voted down 113 to 92 as debate over responsible government continues.
Defence Minister Abbott announced in the commons that Col. Peter Wright of York Hills Ontario has been detailed to act as defence counsel to Maj. Gen. Kurt Meyer of Germany. Meyer, the divisional commander, was indicted at Aurich for war crimes including the shooting of 48 Canadian prisoners during the Caen area battle in Normandy. Additional evidence against Meyer’s division and its operations in Normandy was cited by Canadian war crimes investigations, noting the 12th SS Division killed at least 144.
Prime Minister Mackenzie King may sail for Canada on the Queen Mary leaving Southampton on November 4. He plans to attend talks in Washington with President Truman and Prime Minister Attlee next month, then return to Ottawa before the Dominion provincial conference. It was unclear if Attlee would visit Ottawa after Washington.
Three southwestern Alberta units Blairmore Barons and Coleman exceeded their Ninth Victory Loan objectives on Tuesday raising Barons to 98 000 plus 1020 and Blairmore to 132 000 with a new goal of 175 000 Coleman led the district with 64 550 surpassing its 150 000 objective by 1009 while Pincher Creek Magrath and Lethbridge already over their quotas and fourteen other units remain short.
In Winnipeg on October 31 the United Packinghouse Workers of America rejected counter offers from Canada Packers Swift Canadian and Burns and Company. The unions seek a 40 hour five day week and a 30 percent wage rise for 12,000 members across 19 plants, while the companies offered a 45 hour week and six percent increase. The talks, chaired by Justice S EB Richards, adjourned after 1 pm CST and resume at 2:30 pm. BE B Jolliffe of the Ontario CCF attended the session's final stages.
