Chinese Reds Threaten Congress as Assembly Gathers

In Nanking on November 16 7 Chinese Communists warned they may hold their own congress in protest of the government convening the national assembly to draft a new constitution. They claimed delegates favored by the people oppose the assembly and hinted at a rival regime in Communist areas. Gen Chou En Lai provided the latest Nanking briefing. The Kuomintang moved to recruit more groups into the assembly and said the youth party with 100 delegates would join next week.
