Pecimens of Brazil's horned frogs, among the fiercest carnivorous amphibians, have been added to Washington displays. The largest reach six inches or more with broad bodies and enormous mouths capable of swallowing mice. Both sexes inflate when excited and will devour other frogs.

Living Index Drops as Food Costs Fall in September
OTTAWA November 4. Declines in foodstuffs pulled the September cost of living index down one tenth to 162.2, the bureau of statistics reported. It followed a prior drop in August. The index fell despite higher coal coke and gas prices after a 10 percent dollar devaluation on September 20. Beef lamb pork eggs oranges and canned and fresh vegetables posted lower prices.

Calgary Escape Crash Leaves Eight Safe After Ground Loop
Eight people escaped injury when a Lockheed Lodestar ground-looped and crashed at Calgary airport after a fire blew out during takeoff. Three military aircraft vanished after mid air and sea crashes. In Bermuda two B 29 Superfortress planes crashed two miles off shore killing ten of thirteen US airmen aboard. Ottawa outlines rental regulation changes for 1950s
Finance Minister Abbott announced plans to eventually abolish rent controls but on a gradual path. The government will refer the validity of regulations to the supreme court, and if valid, extend controls beyond March 31, 1950. If invalid, provinces may adopt stand by controls. Renting terms adjust with 20 percent increases for some shared facilities and self contained units, six month lease terminations, and up to 25 percent hikes for heated units with longer leases. New rules take effect December 15, 1949.

The government eases rental controls effective Dec 15 1949 allowing landlords to charge between 20 and 25 percent extra on renewals. Abbott announced in Commons that the validity of wartime rent controls will be tested in the Supreme Court. if valid the extension beyond March 3 will be sought. A 20 percent boost applies to rooms and flats with shared toilets. Provinces may assume control if the court invalidates the measures.
