The Calgary Herald has come ou with a startling'statement of rumor concerning the financial condition the province. It claims that to-da the province is six million dollars i debt, after starting five years ago wit a clean sheet. This indebtedness in eludes two million dollars'of a bon Issue for the telephone system, tw million dollars of an overdraft at th banks, and two million dollars of un paid liabilities on general accounts the last including the expenditure o parliament buildings and other pe manent improvements. There are rumors current at the cap ital corroborating: to a certain exten the statement of the Herald. Th facts of the case are not known, a there has been no regular. examina tion of the public accounts by the" com. mittee of the House for that purpose. It Trill be one of the first duties o the new government to make a tho ougn.'examination of the state of th provincial finances to find out jus where the province is at. IE. the fin ances are as the rumors say, a polic of retrenchment will be .absolutel necessary. Only the. public work that cannot be left undone should b doue, and the work possible of dela must be held over until the-provinc has money to go ahead with them. UNITED SOUTH'AFRICA. The Union of South Africa is an ac complished fact. Boer and Britain hav united in -Africa, as French and Bit Ish united in Canada, and are now pro ceeding together to build u a mighty nation within the Empire The whole Empire, in fact.the whol world, looks on with amazement a the accomplishment of the great po itical fact of modern 'times. Ther is a universal hope that the people thus united may prosper in their gre undertaking. It is safe to say that no political de- velopment ever attracted more wide- spread interest than the efforts of the British government to reconcile their enemies in South Africa. Although there never was a more bitter or more stubborn foe than the Boer was to the Briton, the reconciliation, at least as far as the leaders are'" concerned, seems to be complete.
