Ottawa July 22. Finance Minister Asley told the House of Commons that royalty oil firms will be taxed at a maximum of 40 percent under the income tax resolution approved in committee. He said the measure taxes these commercial outfits like corporations and aims to encourage further oil development while ensuring certainty for investors in royalty arrangements. The act sets 40 percent as the minimum for incorporated companies.
In Mansimo Harbor area the season’s sea lions damaged fishermen nets, tearing many and blocking fishing activity. Fishermen appealed to Dominion Fisheries officials who halted duties to conduct a sea lion hunt, yielding a remedial effect on the harbor’s herring industry.

In Chekiang province the Chinese have retaken Kienteh 65 miles southwest of Hargchow after a five day battle that ended Sunday. Fighting continues around Wenchow as Chinese aim to drive Japanese from the port and cut their lines of communication. Heavy clashes also reported at Lanchi and near Kwangfeng with Chinese forces killing a number of Japanese.

Ottawa July 22 The House of Commons approved budget resolutions and introduced income tax legislation. Finance Minister Tiler announced changes to ensure commissioned officers retain at least a minimum after tax, exempting subsistence allowances up to 1.76 daily and setting a minimum of 1,900 a year for single officers, higher for married with dependents, while noting the proposal costs and alternatives.
London dispatch reports a large RAF assault on Duisburg and Ruhr valley objectives with over 300 planes and at least four Canadian squadrons. Thirteen bombers did not return, and intruder patrols covered French and Low Countries airfields. A separate German raid hit eastern England with light damage. one bomber destroyed.
