Tim Dickson reports Canada faces a severe housing shortage as cities convert army barracks stations and wartime buildings into emergency housing. Ex servicemen and families crowd urban centers while home construction speeds up, many returning to cramped conditions or shared flats amid wartime hardship easing.
New York City, under a fuel saving order by Mayor O'Dwyer due to a tugboat strike, closes all non essential venues. Ten million residents face halted work, subway curbs, and blocked entertainment with schools shut and police at key points enforcing the closures. Some riders ignore orders and go to offices, finding them shut.
Ottawa reports Finance Minister Hiley announced Canada will extend a further 100 million credit to The Netherlands for Canadian goods and foodstuffs, joining a prior 25 million loan. The total, now consolidated to 125 million, runs through May 1, 1947, to aid rehabilitation. Also noted, Britain faces a growing deficit as external liabilities rise.
Gurmal Singh of the 19th Dagger Indian Division, famed for frontline service, refused a promotion, then sought release to run for India’s Central Legislative Assembly. He allegedly recruited 1400 men, contributed £13,900 to war funds, and loaned four mills to the war department, later revealing his identity as Gurvans Singh, Rajah of Lyallpur.

Calcutta was placed under martial law as British troops and light tanks moved into the streets to quell Hindu Muslim rioting. At least 11 dead and 160 wounded in two days as clashes with police and mobs spread. 18 American soldiers and officers injured.
Toronto hearings on a working clause in a national packinghouse dispute show near agreement between Canadian Packinghouse Companies and the United Packinghouse Workers Union of America. Justice S. E. Richards, acting as conciliator, noted minor remaining differences over daily hours and overtime pay and retroactive wage increases for price workers and weekly-paid staff. Delegates from western provinces and Ontario attended. company and union representatives cited a 45-hour week and a daily overtime formula under review.
The Daily Express reports a plan for the first all empire affairs survey since 1939. Prime Minister Attlee is expected to invite Canada Australia South Africa and New Zealand premiers to a London conference within two months.

Voters in Magrath Pincher Creek Bow Island Raymond and Bow Island cast large turnouts in civic elections with notable council results. Magrath elected Blaine Harker and Jay Hamilton to the council. Raymond chose Lyman Jacobs and W. Van Orman. Pincher Creek saw 924 votes with G. Peterson and F. W. Frey elected to council. Bow Island elected F. J. Halpin as mayor in the town’s heaviest polling in history.
Nearly 15 million Americans faced crippling strikes affecting over 110th of the population. New York City shut down most business and amusements under an emergency order, while Pittsburgh declared a state of emergency at the Duquesne Light Company. Philadelphia transit workers entered a second day as traffic snarls worsened.
Ottawa Feb 12 Agricul ture Minister Gardiner said Canadian farmers would not improve their own or the world position by departing from grain acreages recommended by the Dominion Provincial conference last December. He said the conference decisions are binding on provinces and should not be altered without reconvening the conference. He warned against reducing summer fallow in Saskatchewan to gain a one year grain rise, noting Canada carried surplus grain after the war and pursues a sound policy.
Three thousand villagers were rendered homeless as the Emscher River overflowed in the Ruhr valley. A bridge collapse killed four railroad workers near Cologne. Snow and hail storms ravaged Bavaria with 40 buildings destroyed and five dead. Dam breaks near Herford flooded Muensterland and halted Rhine river traffic. British and German engineers labored to restore communications.
TORONTO February interview with E S Turner secretary of the international committee of the YMCA for the Philippines. He says the issue of dealing with Japanese Canadians is urgent and must be tackled by the most competent. Turner, after 25 years in Manila social work, was imprisoned at Santo Tomas camp for two years. He adds that Japanese Canadians who prove democracy’s principles should be considered Canadians, while others should be checked carefully.
Nearly 1,500 R.C A.P. ground crew at Leeming air transport station Yorkshire refused strike action over repatriation grievances after a 30 minute meeting with Group Capt. E. H. Evans. Evans told The Canadian Press there is no strike and there won’t be one.
London dispatch reports the permanent headquarters committee of the United Nations adjourned without a vote on an interim site. San Francisco and Atlantic City campaigns triggered, with New York area favored by the site inspection panel. The body will reconvene to consider the New York area and a secretary general option while a planning commission studies the size of the site.
Major John Weir Fonte of Madoc Ontario is named Canada s fourteenth Victoria Cross recipient and first chaplain to win the medal in the Second World War He refused evacuation at Dieppe to tend wounded and was later captured He served with the Royal Hamilton Light Infantry and was the Empire s 173rd VC recipient The announcement came early with Defence Headquarters releasing the news ahead of the London Gazette He is on leave awaiting further posting
Six persons including five children died when a dawn fire swept through the Zenon Park home of Mr and Mrs Joseph Vigeant. The 25 year old wife and three children were among the dead, while the father and a 11 year old son survived in hospital. The Foucher children were staying at the Vigeant home. their parents were away. The blaze started in the bringement and the upstairs fire trapped residents. authorities await word on the Vouchers. A 11 year old daughter and a 1 year old son of the Foucher family are elsewhere.
Edmonton February 12 Alberta premier Manning forecast the legislature opening February 14 will close by end of March after two cabinet meetings. He noted no plan for a special session this spring though a future session may follow the Dominion Provincial talks resuming April 25 in Ottawa. The report mentions a potential summer session if needed.
