Douglas and the Saskatchewan health minister announced an agreement with the Saskatchewan Hospital Association to pay hospitals under the hospital services plan on a cost basis. Large hospital rates to be negotiated, 15 to 49 bed hospitals to use 1947 estimates and 1945 budgets, others on actual cost. Agreements run six months with quarterly adjustments.
