Mao Tse-Tung and two senior Communist leaders, with Maj Gen. Hurley, arrive in Chungking for talks with Chiang Kai-Shek's government. The central committee issues a manifesto demanding an immediate coalition, disarmament of surrendering Japanese troops, withdrawal of national forces from border areas, and the creation of a freely elected national assembly. It calls for legal status for all political parties, release of political prisoners, free speech, tax cuts, punishment for traitors, and disbanding puppet forces.

Aboard a bomber over Nagasaki on August 28 Reuters reports destruction from the atomic blast. From 30 feet up the city appears as a vast empty space with no rubble or craters, like a typhoon swept it into the bay. Centers of town resemble a huge parking lot while charred factories seven miles away stand with crushed roofs and blown windows. About 50 people sheltering in a large temporary shelter were the only signs of life amid the macabre scene as birds rose in panic.
RANGOON Aug 28. The Japanese commander at Penang guarding approaches to Singapore was ordered to rendezvous offshore with British officers to discuss surrender preliminaries. He was to bring a white flag launch beside HMS Nelson and present full surrender details. This marks the first surrender contact with Malaya. The British abandoned Penang in February 1942.
General Jonathan M. Wainwright, famed defender of Corregidor, arrived in Chungking today from Manchuria where he had been liberated from a Japanese prison camp. He was freed after captivity in the Far East.
Pacific war fleets will mass amphibious strength under Admiral Turner to land troops and control coastal waters across the Japanese empire for an indefinite period. Nimitz said the 2nd, 5th, 7th Fleets and Fletcher’s forces will support operations with Halsey’s 3rd Fleet. Kinkaid’s 7th Fleet will land 24th Army Corps troops in Korea and guard waters off China.
In Nuremberg Germany Aug 23 mistresses of several Nazi leaders have been rounded up and brought for questioning as witnesses in war crimes trials slated to begin next month Col John Harlan Ansen New York chief prosecutor said several women were being questioned for evidence against major defendants while names were withheld He noted the practice of mistresses among higher ups and that witnesses could implicate any of the 15 ringleaders held in Nuernberg city jail including Goering Ribbentrop Streter and Keitel
Canadian private George Hale of the Essex Scottish Regiment faces charges of aiding the enemy after being captured at Dieppe in August 1942. A surprise witness testified Hale admitted he drank and ate with a German interrogator, while another Canadian court martial adjourned to allow cross examination. The case, heard at Farnborough, England, resumes tomorrow with possible further testimonies.
Allied airborne troops secured Atsugi airfield and the 3rd fleet entered Tokyo Bay as 7,500 troops prepare for General MacArthur to lead the occupation. Japan announced further warship surrenders at Sasebo while POW evacuations were planned to begin almost simultaneously with occupation.

A gulf coast hurricane battered toward Houston Galveston but appeared to weaken as it moved inland. Three deaths reported in suburban Houston and Port Isabel, with hundreds left homeless and millions in damage. Bay City suffered 100 mph winds as the storm raged inland, tearing roofs off buildings and flooding streets while communications failed.
The decomposed body of 18 year old Phyllis Stroud, missing since V-3 Day, was found in the sawdust filled basement of her Roseberry Avenue home. Autopsy to determine cause of death. A funeral service planned Wednesday. Phyllis, an office worker described as happy and friendly, was last seen Aug 15 after leaving a downtown street to catch a bus home.
In Wellington on August 28 Reuters reports opposition leader S. C. Holland told New Zealand's parliament that dominions must follow Britain in war or peace. He warned Britain faces a crisis and that the Old Country is exhausted by war, urging dominions to reassess their position and solidarity with Britain.
Edmonton Aug 28 Acting provincial secretary W A Fallon announced Alberta will raise the monthly hard liquor ration from 13 to 26 ounces in September. Beer and wine rations stay the same. Whisky remains scarce with limited imports, while gin and other spirits will fill gaps as stocks allow. The change depends on supplier deliveries and Liquor Board decisions.
Japanese surrender envoys signed preliminary terms in a five minute ceremony at government house Singapore paving the way for Allied reoccupation of Malaya East Indies and southeast Asia. The accord requires Japanese to clear areas for occupation after Sept 2 and provide two staff officers per area to ensure orders are understood.
