Washington April 4 The Standard Oil Company of New Jersey owner of key patents for synthetic rubber has offered to Canada for wartime use. Frank A. Howard Standard vice president said he discussed concessions with Col Arthur L. Bishop Toronto industrialist president of Polymer Corporation Limited. The U S decree freeing patents for wartime aid to the United States may inspire similar arrangements with Canada.

Cost of living index rises to 115.9 in March
Ottawa April 4 The Dominion Bureau of Statistics reports the official cost-of-living index for March 2 at 115.9 up from 115.7 a month earlier and 100.8 at the war onset. The gain is mainly from the food index, which climbs from 123.1 to 123.7, with small increases in butter meats fish potatoes and bananas while eggs and lemons fall. Other group indexes hold steady: rents 1112 fuel and light 1129 clothing 1193 household furnishings and services 118 and miscellaneous 1071.
