The Lottery and Gaming fund Licensing Amendment Act 1933, assented this week, creates a four member board to regulate betting. Bookmakers will be licensed for £1 a year to operate on racecourses and trotting grounds and at licensed premises, with regulations including a bond to guarantee payments.
Bookmakers may operate on licensed premises at any time except in country towns near race meetings within 10 miles of their office. Clubs decide access and terms for bookmakers, tax rates set at two percent of turnover with 60 percent to clubs and 40 percent to Government. interstate bets taxed to Government. Tickets required for each bet, penalties for noncompliance. Stamp taxes apply. Age limit set at 21 for bettors and hotel betting banned.
