Monthly casualty reports start, slave papers must be retained by notaries, and emancipation costs are repealed for officials and Native Orphan Chamber. Provisions declare illegal the practice of imprisoning slaves on proprietor demand from January next.

The Lieutenant Governor in Council orders Batavia magistrates and residents to compile and submit alphabetic lists of all slaves within their jurisdiction by February 1 next. Householders with slaves must provide detailed lists by February 15, from which a general list will be prepared for Government. Batavia December 20 1815.
