Rent increase guideline set at one per cent for 1997

Manitoba will keep the 1997 rent increase guideline at one per cent, effective January 1 1997, for most rentals including apartments and houses. Exemptions apply to units under five years old and rents at or above 970 monthly as of December 31 1996, plus nursing homes and non profit housing.
