Manitoba to tighten adoption acts for children protection

Manitoba will introduce separate adoption legislation and amend the Child and Family Services Act to streamline adoptions and strengthen child protection. Family Services Minister Bonnie Mitchelson and officials cite a 1996 provincial review chaired by Mike Radcliffe and Helen Zuefle. Provisions include licensing not for profit agencies, private practitioners for assessments, sliding scale fees, confidentiality, veto rights on identifying information, expanded access to records, and a new independent abuse investigation unit. The changes also extend access rights to the care system, improve information sharing, and set up a framework for urban Aboriginal services and worker standards.
