Surveys show about 10 percent of 2000 tested cattle are affected, with measures contemplated to compel testing, regulate sale of diseased cows, and raise milk standards to reduce microbial content. Authorities warn milk from infected cows causes human disease, especially in children, and propose disease free herds and branding to identify safe milk.
