Manitoba Legislature ends with 49 bills and big spending shift
The fifth session of the 31st Legislature closed after four months. 49 bills were passed and 1981/82 spending estimated at $2.37 billion, up $303 million, with health education and community services receiving the most. The budget boosted health care by 115 million and public education by 101 million, funding major school finance reform. A major policy change tightens agricultural land foreign purchases. The session featured the patriation motion on the British North America Act and opposition to federal constitutional changes. New job growth and big investments from Alcan and International Minerals promise long term regional development. Tax rises were limited to cigarettes and liquor, with higher property tax credits for homeowners and seniors. The session ended amid optimism as rains boosted agriculture.
