Suburban Winnipeg and rural Manitoba property owners can apply for a COSP grant covering 50 percent of conversion costs to electric or other non oil heating up to 800 dollars for single residences and commercial buildings. The program aims to cut heating oil use and is retroactive to October 28 1980 with the Manitoba Hydro administered grants.
