The notice outlines business details for Frank Green and Co The Big Store in Geraldton. It mentions drug supplies and commitments to services, with various address fragments and local board meeting notes including road work plans and administrative actions.
Acting Under Secretary for Works Mr. Stanley Low issued a circular to Road Boards on proposed regulations for local government officers. Draft regulations create a Local Government Officers Board to examine applicants and award certificates. Board compses officials in charge of local government, the censor auditor and secretary of Road Board. Those passing exams and meeting requirements earn certificates. Existing records allow former secretaries, auditors, clerks, or assistants to receive certificates if they prove character and qualification by Aug 5, 1983. Ratepayers may also need a certificate from a recognized accounting institute.
A sprawling collage of names, places, and events floods the page, mentioning Alam Hoijinson Chesseu, Amiens, Portwerion, Melbourne, and London among others. The text references political figures, artistic commissions, scientific notes, and dramatic incidents, including a jailbreak, a church incident, and cultural commentary, all in noisy, OCR-heavy fashion.
A chaotic parliamentary column questions ratepayers and government aid, citing a May council meeting and debates on butter factory loans, electric power costs, and plant installations. It critiques governance, industry impact on farmers, and calls for accountability amid fiscal strain and proposed subsidies.
A garbled OCR passage references famine, illness, and death across various unnamed locations and people. The text suggests a troubled era with references to medical or societal distress, but unreadable lines prevent clear identification of events, dates, or individuals.
