German Peace Note Promptly Dismissed as Unsatisfactory
London reports that Amsterdam’s forecast of the German Peace Note mirrors Germany’s reply to President Wilson. The cabinet finds the note largely unsatisfactory and evasive, failing to acknowledge Germany’s military defeat. Military leaders view it as a quibble and favor surrender terms before an armistice while the German High Command grows more optimistic about temporary stays in the face of defeat.
