Imperial reforms abolish certain taxes and grant broad amnesty
The decree abolishes taxes levied during the war and old duties, replaces burdens on merchants artisans and furnaces, and grants broad pardons. It lifts prohibitions on establishing manufactories, permits burghers and merchants to declare capital and pay taxes accordingly, and grants release from debts and various penalties. A general pardon for late rebellion offenders is proclaimed with oblivion.
