Dublin to recall recruiting beating orders and appointments

His Majesty recalls beating orders to raise recruits in the kingdom and directs officers to return their commissions. Dublin notes the appointment of Major-General James Johnston as Colonel of the 9th Dragoon Regiment and other commissions. In Portsmouth a mariner named Pomeroy drowned after falling between a ship and a jettyhead at night.
