In Regina Haultain opposed a McDonald motion for liquor traffic returns, saying pamphlets and official papers would be laid before the House later. The assembly ordered land grant and tax lists tabled while discussing provincial autonomy and future representation.
In Ottawa on March 21 the Senate heard Mr. Perley seek a large grant for the North West Territories and inquire about entry into confederation under provincial autonomy including terms proposed by the territory. Mr. Scott noted an application for partial admission but no action expected this session. papers remain confidential. The North West government has discussed autonomy with Ottawa and residents favor provincial status. debates include division into provinces and capital location.
The North-West judges are reassigned with Justice Maguire to Calgary Justice Prentergast to Prince Albert Justice Scott to Edmonton Justice Richardson to Regina and Justice Wetmore to Moosomin. A party of 1000 Mormons travels overland from Utah to Southern Alberta near Cardston to join fellow colonists.
Special dispatch reports Bud Bullock executed at Fort Saskatchewan at 7 03 am for the murder of Leon W Stainton. D F Binkley stood in for Radcliffe and carried out the sentence with calm efficiency. The inquest returned a verdict of death by hanging. Bullock faced the outcome with composure and a final prayer. his last meal and routine details are noted, as is family correspondence and burial plans.

Colonel H F Dent reports Major Sanders of the Mounted Police in Calgary plans a late May move to the Northwest. He orders 14.2 to 15.1 hands mounted infantry cobs, ages 6 1 9, to train by spring. Dent notes visits to Cochrane High River Macleod and Pincher Creek and records Col Pont buying about 500 a month this winter.

An official is appointed to adjust assets and liabilities and creditors must file verified claims by the specified May date, or they will be barred as assets are distributed.
