Proposal to curb bread price extortion in London mills

The editor urges the London Corporation to raise a fund to operate a public mill and sell flour to the public at ten to twelve percent annual profit. Five percent to interest capital, after salaries, the remainder to beautify the metropolis. This plan would thwart combines and monopolies, keeping bread affordable and supporting urban improvement. A few extortioners would suffer while other markets stabilize.
