Military reform proposals and pension decree from the Convention
Pulsis Creucé outlines infantry deficits totaling 34 122 men with 100 battalions under 100 men, plus 20 000 cavalry and 100 000 troops of the line requiring 200 000 volunteers. He suggests merging volunteers with line troops to reach 591 816 effective men, plus engineers from surveying crews. The army’s supply in Mayence is noted as abundant victuals but scarce forage for the enemy, while the Convention approves incorporation of volunteers with line troops and grants lifetime pensions scaled by length of service, from one quarter to the whole pay.
